Tenant Archive Policy

Backup Boundaries
- Users choose personal mailbox archive format only.
- Tenant admins choose tenant mailbox archive policy for their tenant.
- Super admins can manage tenant archive policies across tenants.
- Full server secure backups remain operator-only because they contain system secrets, DKIM keys, and mail-stack configuration.
